CMS Sources Sought: CPI Organizational Review

CMS is striving to improve and sustain its organization’s ability to quickly and appropriately identify risks of Fraud, Waste, and Abuse in the Medicare, Medicaid, and Marketplace programs in order to lower risk. This includes continuous work identifying innovative ways for CPI to increase program integrity returns on investment for the American taxpayers.

CPI is seeking a contractor to baseline CPI’s current operating model, including workforce and talent capabilities, and identify opportunities to drive innovation so that CPI can deliver on its mission to detect and combat fraud, waste, and abuse in the Medicare, Medicaid, and Marketplace programs. This includes, but is not limited to, assessing the CPI Front Office (FO) operating model; baselining the current CPI operating model; conducting external benchmarking; defining priorities, and developing an implementation roadmap.

CPI seeks a Contractor to achieve the following objectives through performance of the tasks outlined in the attached SOO:

  • Evaluating how well CPI is positioned to deliver on the objectives and key results that comprise the CPI strategic plan;
  • Identifying ways to better evaluate and prioritize program integrity activities that generate the highest impact or return on investment;
  • Determining how to enhance our efforts to evaluate and address the areas of highest risk for fraud, waste, and abuse; and
  • Identifying a path forward on ways to highlight how CPI’s work impacts individuals with Medicare, Medicaid, and Marketplace coverage.
