The Indian Health Service (IHS), an agency within the Department of Health and Human Services (HHS), is responsible for providing federal health services to American Indians and Alaska Natives (AI/AN). The IHS is the principal federal health care provider and health advocate for Indian people, and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for approximately 2.56 million AI/AN people who belong to 574 federally recognized tribes in 37 states.

This request supports the IHS Resource Patient Management System Electronic Health Record (RPMS-EHR) integrated query and display of Prescription Drug Monitoring Program (PDMP) controlled substance prescription information from State PDMP programs. PDMPs are State-run databases that collect data on controlled substance prescriptions dispensed in a State. Authorized RPMS-EHR users (doctors, nurses, pharmacists, and others) will be able to submit queries for specific patients to PDMP databases and display query results for patient evaluation in prescribing of opiates and other controlled substances.

The requirement is for an integrated PDMP query resource (gateway) allowing IHS RPMS-EHR users at hospitals and clinics in multiple states across the agency to send a single request querying multiple State PDMPs without individually logging into each State database and manually querying. Fully supported query through PDMP data sharing networks, “PMP InterConnect”, health information exchanges (HIEs) and other resources across all available States is required.
