HHS ACF seeking Supervisory Monitoring and Evaluation Program Specialist

Summary

This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement, located in Washington, District of Columbia.

Duties

  • Leads, develops, implements, and oversees a strategic plan for the use of data, including administrative, budgetary, programmatic, monitoring, research, and evaluative data, to support evidence-based decision making within ORR’s Refugee Programs.
  • Partners with Divisional Refugee Program data leads to ensure continuity and collaborative approaches to data collection, research, monitoring, and evaluation.
  • Coordinates closely with Refugee Data System Lead to develop a long-term strategy for contracted data base support in order to support a comprehensive and deliberate approach to data analysis and evidence-based decision making.
  • Oversees all monitoring and compliance efforts to include protocol development, scheduling, reviews, reporting, follow-up, and outcome analysis. Serves as subject matter expert on all contract related monitoring activities and staffing.
  • Initiates, recommends, and implements strategies to improve the quality of ORR research, monitoring, data collection and evaluation activities.
  • Supervises the Social Science Research Analysts to, develop, conduct, and oversee studies, evaluations, and analyses of the quality, performance, implementation, and impacts of ORR refugee programs from project inception through field work to completion of reports.
  • Identifies issues related to specific topical areas of assignment and stays informed of national trends, relevant research and evaluation projects and findings, and other relevant developments.
  • Represents the organization in collaborations, at briefings, and at other meetings regarding the use of research/evaluation, performance management, and analyses.
