Description

The VA Police is a federal law enforcement organization within the U.S. Department of Veterans Affairs with unique responsibilities dedicated to reducing crime and protecting those assets under the charge and control of the Veterans Health Administration. The VHA Office of the Senior Security Officer (OSSO), Director of Law Enforcement Services has determined that in response to VA Office of Inspector General (VA OIG) Report 19-05798-107 (VA Police Information Management System), that a replacement for the current VA Police reporting system was required to fully implement the recommendations contained in the report.

The Contractor shall provide professional services to complete police report form configuration, establish workflow processes, build data analysis reports, and provide ongoing sustainment services. The Contractor shall migrate and configure data from the current VA Police RMS into the Axon platform, fully enabling a complete reporting and data analysis system. The contractor shall complete work in phases to configure, deploy, scale, and sustain a high reliability basic incident reporting system.

The minimum requirements and capabilities of the RMS include a phased approach that includes Stability (Phase 1, estimated 9 months), Transition Completion (Phase 2, estimated duration 5 months), and Continuous Improvement and Sustainment (Phase 3, Remainder of PoP). The phases estimated duration shall be continuously updated by the contractor as milestones are reached, or additional work needs to be included in any of the phases. The timing of each will be based on VA successful acceptance and implementation of each phase, before proceeding with the next phase of implementation.

In the Stability Phase (para 5.2), the contractor shall design and configure features of the RMS that allow for overall system administration and management controls to levels of access to the compartments of the RMS. The compartments will include at minimum Incident Reporting, Master Indices, Field Interview, and Daily Log/Blotter/Operations Journal.
