DHA Sources Sought: Healthcare Digital Platform

Description

This is a sources sought/synopsis announcement issued by the Defense Health Agency Contracting Activity Northeastern Markets – Contracting Division (NEM-CD) as part of its market research, on behalf of the National Capital Region HQ Clinical Operation’s Office at Walter Reed National Military Medical Center (WRNMMC), Bethesda Maryland in accordance with FAR Part 16.202, Firm-Fixed Price Contracts. The Government intends to award a Firm-Fixed Price contract plus 4 option years to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary for performance for the Logistics Market Program Office. In order to provide mission-critical resources and support across the NCR Medical Directorate (MD) HQ, additional organizational development specialists and project managers are required. This professional support provides expert techniques, leading edge processes, and specialized support to the development and deployment of integrated information systems. Specifically, the Government requires support of Logistics Management Support Integrators for improvements across the spectrum of NCR Market which includes 13 Parent Medical Treatment Facilities (MTFs), Children Clinics and other outlying clinics.

The contractor will provide technical support and maintenance tasks including platform development, training, and proactive risk management to maintain operability of the HEALTHCARE DIGITAL PLATFORM system for all users. There is also a requirement to improve organizational capability and alignment across the MTFs using High Reliability Organization (HRO) Consulting and Coaching which includes generating and implementing checklists, timelines, and roadmaps for implementation of HRO practices. The contractor will provide administrator duties for the Executive Healthcare Survey to track survey milestones and resources needed.
