HHS awards contract for Division X targeted technical assistance

ICF has been awarded an 18-month, $3M contract to provide Division X targeted technical assistance to the Department of Health and Human Services (HHS)’ Administration for Children and Families. The contract was awarded using the GSA MAS contract vehicle.

“Pursuant to (FAR) 6.302-1, The Office of Government Contracting Services (GCS) within the Administration for Children and Families (ACF) intends to negotiate a sole source contract with ICF International for States Technical Assistance (TA) Contact to include this targeted TA requirement for youth and young adults. The anticipated period of performance is September 30, 2021 through March 30, 2023…”

“ICF International is the only capable contractor of providing this service, no other contractor has this unique experience and may offer a consistent approach and continuity of services to jurisdictions. This requirement is supplemental to task order  (HHSP233201500071I/  75P00119F37016),  other  contractors  could  not adequately support CB’s goal because they do not have existing agreements with title  IV-E agencies to complete targeted  technical assistance, do not have possession of the data collected to date, do not have the specialized knowledge related to the capacity building work plans, constituency groups, and capacity building collaborative, and do not have trusted relationships in place to facilitate the stakeholder engaged activities…”

“The estimated value of the procurement is $2,904,267.00 and will be funded with annual year money so it must be awarded no later than September 30, 2021. As a result, the proposed period of performance shall be for a base period of 12 months, as follows: Base Period Begins 9/30/2021 Base Period Ends 9/29/2022. The period of performance for non-severable task 7.2 (final report) shall be for a period of 18 months,  as  follows: Optional Task (7.2) Begins 09/30/2021 Base Period Ends 03/30/2023. The contemplated contract type is Firm Fixed Price as this is a supplement to an existing contract…”
