This requirement was awarded as an other than full and open competition to CACI, Inc – Federal via GSA 541611 MAS, under the authority of FAR 8.405-6(a)(1)(i)(B) — Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly. Placing an other than full and open order, utilizing GSA was determined to be the best value to the government because 1) the use of a federal supply schedule reduces the administrative costs when purchasing services, and 2) Vendor is the creator and developer of the Standard Procurement System (SPS) Procurement Desktop-Defense (PD2). There are proprietary components to the service that can only be done by the vendor.

This requirement is for Functional System Administration (FSA), on and off site consulting services, Version upgrades, Training Support for Procurement Defense Desktop (PD2), and data migration to new contract writing system for DHA Contracting Divisions and USUHS.
The Period of Performance 01Sept 2021-31Aug 2022 base plus four-one year Option Periods with an additional six month Extension Option. The Agency will use Operationa and Management (O&M) FY21 funds.
