VA taps permanent Deputy Under Secretary for Health for Operations and Management

Ms. Renee Oshinski was appointed Deputy Under Secretary for Health for Operations and Management, effective September 1, 2019.

Ms. Oshinski had been serving as the Acting Deputy Under Secretary for Health for Operations and Management since January 3, 2019. In this role, Ms. Oshinski provides executive leadership and direction for the Office of Patient Centered Care, Office of the Assistant Deputy Under Secretary for Administrative Operations, Office of the Assistant Deputy Under Secretary for Health for Clinical Operations, Office of the Assistant Deputy Under Secretary for Access to Care and 18 Veterans Integrated Service Network Offices.

Prior to assuming this position, Ms. Oshinski served as the Network Director of VISN 12, where she managed eight medical centers, 38 outpatient clinics, eight nursing homes, and six domiciliaries, providing health care services to 700,000 Veterans.  Ms. Oshinski was one of the original employees in VISN 12, first serving as the Chief Financial Officer, and later serving as the Deputy Network Director for VISN 12.  On three separate occasions, she also served as Acting Network Director for long-term details in 2005, 2009, and 2014.

She began her VA career as a budget analyst at the Ann Arbor VAMC after working as a Program Evaluator for the Government Accountability Office in Washington, DC.  She also served a session-long detail to the House Appropriations Committee’s Subcommittee on HUD-Independent Agencies.  Throughout her career in VA, Ms. Oshinski served on several National Leadership Board committees, including both Information Technology and Business Practices.  Ms. Oshinski also served as the Co-Chair of the VHA National Leadership Council’s Resources Committee and was a Member of the Whole Health Committee.

She received the VHA Financial Employee of the Year award in 2002, presented by the VHA Chief Financial Officer. Outside of work, she is a is active in several community groups committed to furthering the growth of the Performing Arts. She earned a Master of Public Affairs from the University of Texas at Austin, and a Bachelor of Arts in Political Science from Kalamazoo College, Kalamazoo, MI. See the full posting here.
