DHA announces multiple bridge contracts for Business Operations and Program Management Support Services

DHA has awarded multiple bridge contracts – the result of aligning four separate task orders, all providing similar efforts for different activities now under SDD due to the reorganization, into one viable acquisition action.

The high level details and a link to each available J&A is included below.

W81XWH-08-D-0028-0049 BUSINESS OPERATIONS AND PROGRAM MANAGEMENT SUPPORT SERVICES: Currently being performed by Deloitte with an expiration date of 10 December 2017.

Deloitte has been awarded an $18M contract for Business Operations and Program Management Support Services.

W81XWH-08-D-0032-0018 Solution Delivery Division (SDD) Clinical Program Management Support: Currently being performed by IBA with an expiration date of 16 October 2017.

IBA has been awarded a $13M contract for Clinical Program Management Support.

HHSN316201400001W – W81XWH-15-F-0392 Program Management Support Services: Currently being performed by Informatics Applications Group, Inc. with an expiration date of 16 October 2017.

TIAG has been awarded a $3.5M contract for Staff Services Program Support.

W81XWH-08-D-0032-0013 Defense Health Services System (DHSS) Program Executive Office Project Management, Configuration Management and Agile Support: Currently being performed by IBA with an expiration date of 17 October 2017.

According to the J&A

Market research was conducted through the issuance of an RFI which detailed the critical factors and the requirements of the PWS. Sixteen respondents provided their information for all questions asked. A board of Government technical leads reviewed each response against the critical factors to answer three main questions. First, would this requirement result in enough responses to justify adequate competition and ensure price fair and reasonableness? Second, is this a requirement which should be set aside for small businesses? Third, was GSA’s PSS schedule correct for the requirement and result in receiving the most proposals?

The results of the RFI is there is sufficient sources available who will provide a proposal which will ensure competition and fair and reasonable pricing. This requirement should not be set aside for small businesses, and GSA’s PSS schedule is the correct schedule to solicit this requirement on.

CD is currently in the process of awarding the follow-on solicitation for a follow-on contract under full and open competition on the GSA Professional Services Schedule (PSS) under FAR Part 16.505. The anticipated award dated is 1 October 2019, provided all award documentation is prepared and accepted and there are no protests preventing award.
