VA, DHA, and CMS tend to garner most of the attention when it comes to Federal Health IT, but many small business targets work at other HHS agencies to develop their credentials and qualifications in the market space. Below are five small businesses (in no particular order) who have been making investments, big moves, and/or winning work at HHS agencies not called the Centers for Medicare and Medicaid Systems in FY 2015.
Starting in late 2014 with the acquisition of CorasWorks Corp. which enhanced its Microsoft Sharepoint platform-as-a-service business, HumanTouch has been making all the right moves to grow its presence in the Fed Health IT market. As a prime on the FDA ICT21 and CDC CIMS IDIQ contracts, HumanTouch has a good cross section of past performance across HHS. This recent 8(a) graduate just shrugged off 12 other bidders to be awarded the $100M 5 year FDA IT and Help Desk Support IDIQ with an initial task order of $38M. This contract expands their footprint at FDA beyond current work that includes the Office of Information Management, Office of Regulatory Affairs, Office of Financial Management and Center for Tobacco Products. On the heels of the award announcement, HumanTouch announced the hiring of a new VP to lead growth at DHA, VA, and across HHS. Ilene Yarnoff will be responsible for managing business development and marketing initiatives to support Federal Health IT efforts at HumanTouch.
Information Management Services
This CIO-SP3 SB prime has a long history of supporting NIH and NCI with their biomedical computing needs. But for any business, let alone a small business, IMS had a really good summer that should raise a few eyebrows. When any firm is awarded a $190M BPA, it is big news. With the increase in funding across NIH, this BPA for Biomedical Computing Support Services is a huge win and great opportunity for Information Management Services (IMS) to continue to offer and expand their presence at NCI. In addition to the BPA, IMS received a number of awards including a $9.3M task at CDC for Data Management and Technical Assistance For Division of Cancer Prevention and Control; a $2.6M Computing Services for the NCI Prostate, Lung, Colorectal and Ovarian (PLCO) initiative; and a task for $11M to provide Biomedical Computing Support Services at the National Cancer Institute’s DCCPS.
As one of the few firms with experience supporting every institute at NIH, this WOSB continues to take the steps necessary to expand its business in Fed Health IT. First, NETE was among five awardees of a 5 year Blanket Purchase Agreement at the NIH Center for Information Technology (CIT) to provide a broad set of IT Program and Technical Services across the enterprise. CIT serves as an advisor and services provider to numerous agencies, and services that will be included as part of this BPA will include program and project management; strategic planning; consulting; systems architecture; systems design; implementation and release management; application and web development; business analytics; requirements management; and quality assurance and testing. This summer, NETE strengthened their knowledge and expertise of NIH and provide key relationships by hiring former NIH Leader, George Chacko, as their Chief Scientific Officer. This will also open up policy, evaluation, and research opportunities across NIH.
Following award of a $50M BPA DRT late last year to provide FDA CDRH with Information Management Support services, DRT won a $1.6M task in early spring for continued support of FDA’s Global Unique Device Identification Database (GUDID). Over the summer, they continued their winning ways against 12 other 8(a) bidders for program and project management and coordination support for the FDA Office of the Chief Scientist. Most recently, DRT was awarded a $103M single award BPA to provide IT supports services across the including Program Management, Architecture, Testing and other essential services. DRT Strategies has clearly established themselves as a favorite at FDA and as they seek to expand their business across Federal Health IT, they will certainly be a favorite in the upcoming CIO-SP3 SB On ramp and those seeking to partner would be wise to approach Kathy Taylor and her team.

Services that can be delivered as part of this BPA include program and project management; strategic planning; consulting; systems architecture; systems design; implementation and release management; application and web development; business analytics; requirements management; and quality assurance and testing. In August, this CIO-SP3 SB awardee won a new $21.7M contract to support the Health Resources Services Administration (HRSA) as it looks to expand enterprise platforms to support its lifeblood grants system Electronic Handbook (EHB).
