HHS IHS seeking Supervisory IT Program Manager

Summary

This position is located within the Office of Information Technology (OIT). The incumbent in this position provide provide project management leadership across multiple programs and projects within on of the upcoming divisions within OIT. The incumbent of this position reports to the Director, Division of Data Management and Analytics (DDMA).

Duties

  • Program/Project Management: Provide guidance to project teams and coordinates all project activities of multiple contractors, ISSOs, vendors, government resources and other project participants across multiple locations. Support the management of the Investment portfolio according to the DHHS Enterprise Performance Life Cycle (EPLC) and ensures execution of Capital Planning and Investment Control (CPIC) practices and guidance. Effectively applies EPLC and CPIC principles to project initiation, execution, control, and closeout. Ensures all development projects and maintenance operations are appropriately approved, prioritized, documented and managed to maximize the quality and value of delivered products and minimize defects, duplication of effort, and waste.
  • Supervisory Responsibilities: Supervise a team of federal IT specialists who analyze, plan, design, document manage and deliver enterprise-wide reporting and analytic solutions. Exercise program management over multiple projects through planning work, schedules and budgets to advance NPIRS system upgrades, enhancements and improved system management activities. Incumbent mentors by providing direction and guidance to staff on Project Management techniques, system administration and best practices. Monitor contract and project budgets, scope and milestones, performance and quality of deliverables.
  • Contract Management: Develop acquisition plans, writes performance work statements and task order documents, prepares independent government cost estimates, conducts technical evaluations of proposals, and works closely with Contracting Officers to make contract awards that will provide the best services to the government with the lowest risk. Serve, at a minimum, as a Contracting Officer Representative (COR) Level III on assigned contracts. Manage the tasking of contractors, inspects and accepts deliverables and invoices, and manages overall contract performance and budget.
  • Budget and Acquisition: Develop project resource and cost estimates. Develops multi-year budget estimates to include full life cycle costs. Collaborate with the OIT management on projects, investment activities and budgeting to plan activities three or more years in advance to meet OMB requirements. Coordinate and assemble the monthly reporting of earned value rollups, including remediation plans as necessary, to OMB. Ensure that IT investments are effectively meeting the business objectives of the IT DDMA program.
