HHS IHS seeking Director, Division of Innovation and Improvement

This position is located within the Division of Innovation and Improvement (DII), Office of Quality (OQ). The incumbent in this position ensures awareness in innovation and quality improvement activities that directly or indirectly affect health care services provided by the Indian Health Service. The incumbent in this position reports to the Director, OQ.

Duties

  • Plans, Directs, and Implements Quality Improvement Measures: Lead and develop goals and strategies for measurement across IHS to increase business intelligence and support evidence-based decisions and information management, including design and data collection, measurement and analytics, and communication. Establish performance/quality measures and quality improvement initiatives, including planning, implementation and evaluation, and training. Model for Improvement implementation and sustainment throughout IHS: – Plan and provide technical assistance and proficiency training for a specialized cadre of qualified Improvement Advisors from across the agency to maintain SME knowledge and capabilities to support IHS quality improvement activities at Service Units and Area Offices; – Align agency innovation and improvement activities, policies, process guidance, and analysis (measurement, review) with industry-recognized best practices and IHS goals and priorities.
  • Develop Strategies for Innovation in Healthcare Programs: Lead and develop effective innovation strategies, using innovation techniques such as Human-Centered Design, for implementation and sustainment of patient centered solutions across the agency. Identify and evaluate existing or proposed programs, policies, and technologies that maintain or exceed pace with healthcare industry leaders in service delivery/patient outcomes, patient/staff experience of care, and healthcare delivery cost. As a subject matter expert and internal IHS consultant, the incumbent conducts: – Surveillance for innovative solutions to problems negatively impacting service; – Organizational change management principles/practices to move from ideas to execution; – Resource identification, development, and procurement to manage complex projects.
  • Supervise Staff and Manages Division Activities: As supervisor, the incumbent: – Plan and schedule work to be accomplished by subordinates, set and adjusts short-term priorities and prepare schedules for completion of work; – Interpret policy, regulatory requirements, and performance standards that impact innovation and improvement projects; – Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; – Evaluate work performance of subordinates; – Give advice, counsel, or instruction to employees on both work and administrative matters; and – Identify and provide developmental/ training needs of employees to improve performance.
