Press Release: Medicare and Medicaid Expert Joins Abt Associates

Rockville, Md.  –  Moira Forbes brings 25 years of experience working with state and federal agencies on Medicaid and Children’s Health Insurance Program (CHIP) policy and operations to Abt Associates as the new Managing Director for Medicaid. Forbes will help state and local governments identify new approaches and innovative solutions to help public payers and providers solve complex health delivery challenges. She’ll also provide strategic support to federal agencies—including the Centers for Medicare & Medicaid Services (CMS)—to assist with health care policy and operations and program evaluations. This work grows increasingly important as payers and providers seek to leverage the power of the nation’s largest health coverage programs to improve access to care, reduce health care disparities, and improve the quality of coverage.

“As we dig in on health equity and see the opportunities to make real differences for millions of families and individuals—especially children, pregnant people, older adults, and people with disabilities,” said Abt’s CMS Client Account Lead, ZeAmma Brathwaite. “We’re thrilled to have Moira’s expertise and insights to help support CMS and other clients at all stages of the program lifecycle.”

Before coming to Abt, Forbes was the Principal Policy Director at the Medicaid and CHIP Payment and Access Commission, a non-partisan legislative agency that provides Medicaid and CHIP policy and data analysis and makes recommendations to Congress, the U.S. Department of Health and Human Services (HHS), and the states. She led the Commission’s work on financing and payment, managed care, program integrity, and state capacity. She previously held positions at HHS and The Lewin Group. Forbes supported public and private sector clients with a variety of strategic and operational initiatives, and led several large-scale analytic and programmatic projects on behalf of states and CMS.

She received her MBA in Finance from George Washington University.
