NIH extends E-Invoicing contract due to delay

“Project background: This task is in progress. The Task Order requires the implementation of an enterprise-wide electronic invoicing system, improving the Department of Health and Human Services (HHS) invoicing process as required for compliance with Office of Management and Budget (OMB) Memorandum M-15-19, “Improving Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing.” This includes implementation and stabilization of a technical solution, as well as support for supplier on-boarding and implementation of necessary policy and business process changes.”

“The necessity for continued support by the current contractor to complete implementation and stabilization of the solution and support supplier on-boarding is a result of the Government delay in publication of the HHSAR 352.232-71, Electronic Submission of Payment Requests. This delay resulted in the inability of the Task Order contractor (General Dynamics Information Technology (GDIT)) to execute the necessary activities to support implementation of the policy change, supplier on-boarding, and stabilization of the solution to enable successful E-invoicing adoption for HHS…”
