DHA RFI: Defense Medical Human Resources System-internet (DMHRSi)

The DHA anticipates a wide-reaching requirement to provide functional support to users of the DMHRSi across its enterprise. DMHRSi is a DoD adaptation of a web-based Oracle Enterprise Resource Planning application that manages a wide variety of data related to the current and future human resources needs of the MHS. Through Manpower, Human Resources (HR), Labor Cost Accounting (LCA), Education & Training (E&T), and Readiness Modules, DMHRSi allows DoD to manage and account for the majority of the Defense Health Program appropriation and DoD’s medical force. That force includes civil service and uniformed service personnel, contractors, and volunteers. Using information collated by the HR and Manpower modules, the LCA module allows DoD to comply with the requirement of the Chief Financial Officers Act of 1990 (Public Law 101-576) which mandates reporting of cost information linked to budget development.

DHA requests information on how offerors might approach the following tasks:

  1. In collaboration with the Chief, P&PB, and the DFWG, coordination of the development and publication of an updated Joint DMHRSi Concept of Operations (CONOPS) for the use of DMHRSi by each MILDEP and DHA across the MHS post-transition in Fiscal Year 2021 and beyond.
  2. In conjunction with and based on the determinations recorded in that Joint CONOPS, develop a Business Case Analysis of the requirement to provide functional support to DMHRSi users across the MHS and the conditions that must be created in the MHS to deliver that support.
  3. Develop and coordinate the staffing and publication of the DHA Procedural Instruction (DHA-PI) and other documents required to create those conditions.
