VA OIT RFI: Benefits and Memorials Services (BAM) Independent Verification and Validation (IV&V) Services

Description

The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Software Product Management (SPM) Office, Benefits and Memorials Services (BAM) Portfolio mission is to deliver world-class, innovative systems that ensure reliable, secure and seamless delivery of benefits and services directly to Veterans and their families.

Contractor shall provide all resources necessary to provide IV&V services support for BAM products/applications.  The Contractor shall be responsible for planning, monitoring, and managing the IV&V tasks outlined in the PWS. The Contractor shall perform IV&V services which include the review of all project artifacts, analysis of product development processes, gate reviews, meeting support, and all testing as required for products/applications. The Contractor shall perform integration testing and end-to-end testing of the products/applications in different environments. The IV&V support shall include functional, nonfunctional, integration, code coverage, infrastructure and data integrity testing of all applications and their components.  The Contractor shall also provide integrated performance and load testing on all C&P products/applications and integration testing for all application interfaces.

The Base Tasks will be for IV&V support of several products within the Compensation and Pension Product Line.  The base tasks will also provide IV&V support for the Enterprise Management of Payments, Workload, and Reporting System for VA (eMPWR-VA) Product within the Education Product Line.  Over the course of this TO, BAM product lines may add additional products for this effort through the use of optional tasks based on VA operational needs.  Also, many of these Products will undergo modifications resulting in one or more Product sprints to be tested.  Additionally, all products will require the use of automation testing techniques to facilitate continuous delivery and testing activities, per the VA’s DevSecOps model.
