VA seeking Deputy Director for Standards and Interoperability

“This position serves as a Supervisory Management and Program Analyst and Deputy Director for Standards and Interoperability (S&I) within the Knowledge Based Systems Division (KBS), organizationally aligned within the Clinical Informatics and Data Management Office (CIDMO) of VHA’s Office of Health Informatics (OHI). Incumbent ensures the provision of timely, high quality standards-related consultation, development, and outreach to partners within VHA and VA.”

Responsibilities:

  • Exercises a broad range of leadership responsibilities with staff responsible for providing a wide variety of administrative management services to include transmitting guidance to program managers on policies and procedures covering health information sharing with DOD, other Federal Agencies, and private sector partners; organizational development operations; strategic planning and management controls; and communications strategies and execution with Federal and private health information sharing stakeholders.
  • Analyzes KBS and agency programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
  • Provides management expertise and leadership to program and business line managers or their designated representatives, including making recommendations to higher level management on a myriad of strategy proposals or problem issues concerned with business process reengineering, contracting, and procurement, financial management and quality assurance germane to project management initiatives.
  • Exercises oversight on all contracting activities for KBS Standards and Interoperability, monitoring contract and contractor performance and helping to assure contractor adherence to critical program milestones and requirements,
  • Oversees critical interagency acquisitions and provision of deliverables against milestones and assures appropriate actions are taken and documented to support acquisition requirements and contract management within the scope of Federal Acquisition Regulations (FAR).
  • The incumbent leads work groups who perform program analysis and evaluation concerning proposed technical solutions, advising stakeholder leads on potential budgetary or performance issues, project feasibility, and analysis of pros and cons of proposed solutions.
  • Shares expert knowledge, especially in health standards, with colleagues through consultation and open communication. The incumbent exemplifies effective communication in all areas of practice.
  • Consistently, clearly, and positively communicates mission and vision of the Health IT community; presents policies, procedures, and decisions persuasively in public.
  • Planning, development, implementation, monitoring, and evaluation of multiple projects that fall under the KBS S&I program office. This includes setting objectives supporting long- and short-range goals, identifying required resources, developing policies and procedures, creating an approach and methods for evaluating program success and outcomes, and monitoring program execution.
  • Directs the work of the KBS Standards and Interoperability Program and assigned projects, including assessing policy, program, and project feasibility; developing implementation strategies; and promoting an organizational structure to support effective work accomplishment.
