VA RFI: Automated Allotment Control System for Allocation Resource Center

The Automated Allotment Control System (AACS) is a tool used by VHA Office of Finance to allocate funds and interface with the Financial Management System (FMS) in Austin, TX. AACS consists of six (6) modules: Fiscal Year (FY) Primer; Financial Management (FMA) Apportionment; Transfer of Disbursing Authority (TDA) processing; Primer Copy; General Purpose Apportionment; and Specific Purpose Apportionment. Each module has applications that are used to process funding through several levels of the VHA organization.

The AACS is in place and functioning. Users of the AACS have identified needs for modification and enhancement to the software (refer to Section 5.2). In order to fulfill the user requirements, the Contractor shall provide resources made up of the appropriate labor categories to effectively perform the following support services: software programming and testing to analyze requirements, developing programming codes, testing new code, remediating issues found through user testing, deploying these newly tested codes to the AACS WebLogic production server, and post deployment support. The Contractor shall also provide documentation to capture all the changes made to the AACS software as a result of these tasks. The application is developed using JAVA, JAVA script, and SQL and the application is hosted on WebLogic Server.
