You will serve as a Lead Contract Specialist in the Component Acquisition Executive (J-4), Contracting Division, Contracting Office – Defense Healthcare Management Systems (DHMS) of DEFENSE HEALTH AGENCY. This position supports the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS).
Responsibilities
- You will administer a variety of contracts through termination or closeout, including the merging of technical and contractual requirements, monitoring contractor performance, and the establishment and meeting of scheduled goals.
- You will serve as Contracting Officer for various health information technology (IT) and IT services which involve overseeing the procurement planning, organizing, and directing of a project throughout its life cycle.
- You will review solicitation documentation such as statements of work, evaluation criteria, level-of-effort estimates, and independent government cost estimates.
- You will prepare input for replies to inquiries from federal agencies, the Uniformed Services, private sector organizations, and Congress.
- You will review subcontracts related to acquisition systems, audit reports, requests for waivers or deviations from contract specifications.
- You will assure all actions are accomplished in accordance with governing procedures and regulations while preserving the integrity of the acquisition process.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector coordinating acquisition strategies or plans to lead negotiations, award or administration of major automated information systems contracts (e.g. DoD Healthcare Management System Modernization (DHMSM), Defense Medical Information Exchange (DMIX), Joint Operational Management Information System (JOMIS))…
