On behalf of the National Cancer Institute (NCI), Division of Cancer Prevention (DCP). This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.”
TITLE: “Clinical Trials Accrual Quality Improvement Program (AQuIP) Data and Information technology support”
INTRODUCTION
The National Institutes of Health (NIH) National Cancer Institute (NCI), Division of Cancer Prevention (DCP) is issuing this Sources Sought as a means of conducting market research TO DETERMINE IF THIS NEW REQUIREMENT WILL BE SET ASIDE FOR CERTIFIED SMALL BUSINESSES. The NCI, DCP invites participation from all Small Business concerns that are engaged in related activities. The Government appreciates responses from all capable and qualified Small Business companies having an interest in and would have the potential capability of supporting a requirement to provide information technology services on behalf of the NCI, DCP. Information Technology Support is required to collect, review, analyze, manage, and report per-person, per-site, per-study accrual data, and related information for clinical trials in partnership with DCP Clinical Trial Networks
The intention is to procure these services on a competitive basis. All Small Business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
PLACE OF PERFORMANCE.
It is anticipated that contract performance for DCP will primarily be conducted at the contractor’s facility.
PERIOD OF PERFORMANCE. The anticipated period of performance consists of one 12-month base period and four 12-month option periods.

ACQUISITION SUMMARY:
The National Cancer Institute (NCI), Division of Cancer Prevention (DCP) will support the current capability primarily through the conduct of data and information technology support for the Accrual Quality Improvement Program (AQuIP), and will include the development and management of tools, system(s), and processes for clinical trial accrual planning. Services will be performed through the use of a recruitment, retention, and adherence template, collection, review, analysis, management, and reporting of per-person, per-site, per-study accrual data, and related information for clinical trials in partnership with DCP Clinical Trials Networks to include, but not limited to the US-Latin American-Caribbean HIV/HPV Prevention Clinical Trials Network (ULACNet) and ‘Last Mile’ Initiative “Self-sampling for HPV testing to Improve Cervical Cancer Prevention” Trial (‘LMI-SHIP’ Trial).
REQUIRED CAPABILITIES.

If your organization has the potential capacity to perform these contract services, please provide the following information:
- Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and
- Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to:
- provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated.
- secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
- implement a successful project management plan that includes compliance with tight program schedules, cost containment, event and tracking performance, hiring and retention of key personnel, risk mitigation, and
- provide support under a service acquisition contract.
ELIGIBILITY.
The applicable NAICS code for this requirement is 541511 – “Custom Computer Programming Services” and the applicable small business size standard is $34M.
The Product Service Code is DA01 – “IT and Telecom – Business Application/Application Development Support Services (Labor)”
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT).
A draft Statement of Work (Draft SOW Attachment 1) is provided for review. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for a response to this request is no later than 3:00 pm, Eastern Standard Time (EST), Monday, January 15, 2024.
This documentation must address at a minimum the following items:
- What type of work has your company performed in the past in support of the same or a similar requirement?
- Can or has your company managed a task of this nature? If so, please provide details.
- Can you demonstrate the ability to provide qualified personnel on the first day of contract award, as well as any additional, required support?
- Can or has your company managed a team of subcontractors before? If so, please provide details.
- What specific technical skills does your company possess which ensure successful capabilities to perform the tasks detailed in the attached SOW?
- Respondents to this notice must indicate whether they qualify as a certified Small Business Concern. Please provide a statement including status, company name and address, Commercial and Government Entity (CAGE) code, Tax Identification number and company profile, to include number of employees, annual revenue history, office locations, Unique Entity Identifier (UIE) number, etc.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Sheila Ramos, in either Microsoft Word or Portable Document Format (PDF), via email at sheila.ramos@nih.gov and the Contracting Officer, Ms. Sara McLaurin sara.mclaurin@nih.gov . All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Only electronically submitted questions and requests for clarifications regarding this Sources Sought will be accepted and must be submitted to the contract specialist identified above no later than 3:00 PM Eastern Standard Time (EST), Friday, January 5, 2024. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise resulting from a response to this Sources Sought.
