VA RFI: Strategic Planning Coordination & Support Services

Description

Information Technology (IT) Strategic Planning is part of the Planning phase of the Department of Veterans Affairs (VA) Office of Information & Technology (OIT)’s Planning, Programming, Budget, & Execution (PPBE) framework and is an iterative, cyclic process aligned with the other phases of the PPBE framework and external requirements such as the Presidents Management Agenda and the VA Strategic Plan. OIT’s Strategic Planning Framework is a detailed process map, which ensures coordination of strategic planning efforts across OIT and VA and takes into account all planning processes such as management and tracking of IT Goal performance measures, synchronizes strategic plans to OIT Service Line initiatives and plans, and provides an outline of the flow of information and context in which to support the entire agency’s IT efforts to inform VA enterprise-wide strategic decisions.

Scope

OIT requires support services to assist with its IT Strategic Planning, which focuses on strategic outcomes that link to the goals of the VA by ensuring that the various elements of the IT portfolio are properly coordinated and aligned to meet the mission of VA. OIT requires a contractor support the tasks necessary to refine and implement OIT’s strategic planning processes. OIT’S strategic planning approach incorporates a holistic view that includes a synchronized timeline of reviewing external and internal drivers that align and/or impact strategic planning, goals, and activities. The Contractor shall assist with analytic support and planning, execution support, measurement & evaluation, project planning & management, and provide industry insights. The contractor shall provide Strategic Coordination Support to enhance the Strategic Planning and Reporting capabilities of ITPI Office of Strategy Coordination and provide experienced and knowledgeable support staff for Strategic Planning process implementation and execution within OIT and VA.
