VA Sources Sought: Telehealth E-Learning Platform Solution/Blackboard

Description

The purpose of this SS is to identify qualified contractors that can provide brand name Blackboard E-Education Platform Support for the Department of Veterans Affairs, Veterans Health Administration (VHA) Office of Connected Care (OCC), Connected Care Academy (CCA).

The Connected Care Academy (CCA) E-Learning Platform is an electronic education platform, content, and course management system used and supported by Connected Care Telehealth to promote an integrated approach to identifying, capturing, evaluating, retrieving, and sharing all Connected Care Information and training assets with VA and non-VA employees involved with Connected Care Telehealth modalities. The Connected Care Academy (CCA) E-Learning Platform contains electronic data of all users, activities, training evaluations, and other quality measures used to evaluate training effectiveness and utilization. The CCA E-Learning Platform can be used as a communication networking solution. It is formally linked to the VA Talent Management System (TMS) to ensure access, as TMS is the official system of access to training for VHA employees, according to VHA Directive 0003. The CCA E-Learning Platform is a Connected Care branded instance of the Blackboard E-Education Platform.

Blackboard E-Education Platform including Course Delivery, Community Engagement, Ally, and Blackboard Content Management 180,000 subscriptions.

The Contractor shall provide software subscriptions for the Blackboard E-Education Platform, which shall include Blackboard Learn and the following modules:

  • Course Delivery
  • Community Engagement
  • Ally
  • Blackboard Content Management.

The Blackbord E-Eductation Platform shall include the following:

  • Reporting Framework
  • Universal Authentication Solution
  • Course Roles Module
  • Course Certificates Module
  • Data Integration Framework
