VA RFQ: VISN 15 Xeleris

Veterans Integrated Services Network (VISN) 15 is seeking an upgrade and continued maintenance services to existing GE Xeleris platforms in various VISN 15 facilities to meet VA Security requirements. VISN 15’s requirements for this upgrade, licensing, and support are outlined below. The period of performance shall be 12 months from installation with four (4) option years.

1.1 BASE REQUIREMENTS

  • VISN 15 requires a GE Xeleris upgrade to the newest available version at time of purchase.
  • This procurement shall be supported by smart licensing that entitles VISN 15 to upgrades as new versions of the software are released and approved by VA for deployment via the Technical Reference Manual (TRM) platform and Enterprise Risk Assessment (ERA) requirements.
  • VISN 15 requires 20 concurrent user licenses for the Xeleris platform and additional licensing for advanced applications for Cedars, Advanced Recon, Cardiology, Neurology, Quantification, Dosimetry, Quantem, and Exini Bone.
  • Vendor shall provide training for Admins, Super Users, and Clinical Users utilizing the Xeleris platform via 12 days of on-site training.
  • Annual recurring training shall be offered as part of the Option Years of the Contract.
  • Vendor shall provide all integration services, licensing, and interface devices necessary to implement this system with the Cerner EHR.

1.2 SOFTWARE

  • Vendor shall ensure all software provided functions on an operating system that is supported by the original manufacturer at time of delivery. o For example, vendor shall not provide VISN 15 a platform utilizing the Windows XP or Windows 7 operating system as they are no longer Microsoft supported. o Proprietary software systems are acceptable so long as vendor supports the version provided to VISN 15 and it is the newest version at time of delivery.
  • Server based systems shall, on a minimum, operate on Windows Server 2019 if using a Microsoft operating system. Versions more current than 2019 are preferred if approved by vendor.
  • Access to all software shall be provided to VISN 15 in situations where re-installation is necessary.
  • Software shall be compatible with the VA’s Cerner EHRM solution and support interfaced data exchange through a standardized data format or recognized data language. For example, HL7, DICOM, etc
