Final Request for Proposal Amendment 2 36C10B23R0011 May 11, 2023 — The purpose of this posting is to amend the solicitation to make the following changes:
(1) Adjust point values for REPs from Proteges within a Mentor-Protege Joint Venture as the result of a recent Court of Federal Claims decision;
(2) Specify the definition of an employed Veteran to be consistent with 38 U.S.C. § 8129(a), wherein there is preference to Offerors that employ Veterans on a full-time basis;
(3) Specify that, under Small Business Participation Commitment, dollars/percentages shall be based on the amount of work performed at the Prime and 1st-tier Subcontractor levels;
(4) Specify that in the event a Joint Venture does not have four relevant experiences, then it must include at least one REP performed by the managing partner of the Joint Venture;
(5) Specify that Contractor Teaming Arrangements (which includes Joint Venture agreements) shall not consist of a potentially collusive arrangement, either for this or future task order competitions;
and (5) Clarify that VAAR 852.219-75 only applies to small businesses. As a result of this amendment, there are only changes to the solicitation itself and the Self-Scoring Worksheet (Attachment 015).
Offerors are not required to resubmit proposals unless changes were made as a result of this amendment. However, all Offerors shall submit a SF33 acknowledging this amendment. As part of the SF33, Offerors shall indicate whether there are changes to the proposal and, if there are any changes, indicate which files are being changed and clearly identify all changes within each file (i.e., in tracked changes).
ONLY OFFERORS THAT HAVE PREVIOUSLY SUBMITTED A TIMELY PROPOSAL TO THE VIRTUAL OFFICE OF ACQUISITION (VOA) MAY RESPOND TO THE AMENDMENT. PLEASE REFER TO THE TRANSMISSION TIME OF YOUR PROPOSAL SUBMISSION ON THE VOA WEBSITE. IF ANY PORTION OF THE PROPOSAL WAS TRANSMITTED TO VOA AFTER 1:00:59 P.M. EASTERN TIME (ET), YOU ARE NOT ELIGIBLE TO SUBMIT A PROPOSAL IN RESPONSE TO THIS AMENDMENT. Responses to this amendment are due no later than 1:00:59 p.m. ET on May 25, 2023. All responses shall be submitted to the VOA website under the Proposal Type drop down field titled, T4NG2 Amendment.
