Healthcare Integrated General Ledger Accounting System (HIGLAS) is the Centers for Medicare & Medicaid Services’ Healthcare Integrated General Ledger Accounting System. It’s an integrated accounting system that standardizes and centralizes federal financial accounting functions for all CMS programs.

CMS is in need of a cost-effective, efficient and state of the art, industry proven, vendor specific solutions for meeting the program objectives of CMS. Overarching objectives include:

1. Reducing system life-cycle costs whenever possible to drive down total ownership costs while sustaining and improving quality
2. Minimizing the risk to payments and financial integrity

A solution including any innovative ideas to, at a minimum include the following

1. Host the HIGLAS, CBS and HBI Primary Site and DR Site
2. Utilize Oracle products and tools; as applicable

• Provide Incident Management, Service Request Management, Change Management, Problem Management, Demand Management, Resource Management, Configuration Management, Event Management, Knowledge Management, Release Management, Asset Management, CIM, Agile, Access Controls, Audit Support and other similar services required to maintain HIGLAS, CBS, HBI operations, integrity and functionality

1. Host and maintain the day-to-day HIGLAS operations, including Batch processing, Systems Integrity, Application Integrity, Financial Integrity and Financial Reporting
2. Work in close cooperation with the CMS, virtual data centers (VDCs), MACs, MSP Contractors, other CMS Supporting Contractors, and the CMS systems maintainers to provide a smooth, seamless, and timely implementation of all system changes
3. Perform all work necessary to modify and test software as requested, including analysis, design, development, and testing of software requirements
