Responsibilities:
- Leads and directs creating and maintaining proposal collateral (resumes, past performance narratives, management sections, experience narratives, list of partners and their contract vehicles, etc.).
- Develops and executes pre-proposal planning, including lining up team, preparing Win Themes & Discriminators, and organizing staff. Manages the Color Review process (i.e. Pink Team, Red Team, Gold Team), and assists Proposal Managers in identifying the best path forward following reviews.
- Manages and develops Proposal team, including managing employee performance and development, and holding team accountable for producing high-quality proposal materials.
- Collaborates and interfaces with the Business Development, Delivery, and other cross-functional teams for contributions across proposals to position proposals for a win.
- Leads SWOT analyses on potential competition and the analysis of prior RFP’s and other business intelligence sources to identify trends in the procurement process for targeted opportunities.
- Attends pre-solicitation conferences to deliver high quality intelligence about the procurement, potential competition, win-themes, etc. and Small Business functions and other marketing events as needed.
Requirements:
- Bachelor’s Degree in related field with a minimum of 10 years’ experience or equivalent combination of education, experience and/or certifications. Prior experience in managing a Proposal Center for a mid-size to large business enterprise in the Federal Space. Has maintained a 5x or greater pipeline and won proposals worth over $50M in actual TCV in the past 12 months.
- Experience in serving as a Proposal Manager for large strategic bids with a strong track record of success.
- Strong experience with the Capture process in the Federal Contracting Arena, helping support BD/Capture professionals engage with clients to determine needs and influence solicitations.
- Prior experience with contract negotiations, organizational conflicts, writing Teaming Agreements.
- Prior experience in DoD, Health and Federal Agencies preferred.
- Prior experience in managing a Proposal Center in the Federal Space, including maintaining a 5x or greater pipeline and won proposals worth over $50M in actual TCV in the past 12 months.
- Strong experience with the Capture process in the Federal Contracting Arena, helping support BD/Capture. Professionals engage with clients to determine needs and influence solicitations.
- Prior experience in DoD, Health and Federal Agencies preferred.
