The incumbent directs the formulation of legislation, regulations, policy guidelines, and procedures for accomplishing the following: determining eligibility for vocational rehabilitation; evaluating limitations and capacities; providing counseling services and motivating disabled veterans towards rehabilitation; planning for the achievement of viable employment opportunities and independent living; providing for and/or securing ancillary and supplemental services to accomplish rehabilitation; identifying and assuring opportunities for placing rehabilitated veterans in suitable training and employment environments.
Responsibilities:
- Collaborates with internal and external stakeholders to ensure program scope meets necessary statutory and regulatory requirements. The incumbent will collaborate within the business to ensure national, regional and local performance measures are determined.
- Reviews proposed legislation and Executive Orders affecting VR&E programs. Makes recommendations concerning specific changes to existing or planned VR&E program initiatives to ensure conformance with current legislation, regulations, or Executive Orders.
- Innovate and maintain program and policy within the current legacy systems, while collaborating and implementing up-to-date and future systems and services to improve the VR&E landscape. Works collaboratively with field offices, partners and stakeholders to enhance Veteran satisfaction.
- Initiate and maintains liaison with federal, state, and local government agencies to ensure linkage with the implementation of Executive Orders, legislative mandates, or other proposals. Negotiates all required contractual agreements, memorandums of understandings, etc., necessary for the implementation of arrangements such as joint VA/state DVR, VA/DOL, VA/OPM agreements.
- Coordinate responses to Congressional, OMB, and GAO inquiries, as well as the preparation of responses to controlled correspondence. Coordinates with the Office of General Counsel (OGC) and Office of Regulation Policy and Management (00REG) as needed.
