DHA RFP: Theater Medical Information Program Joint (TMIP-J) Sustainment

The Theater Medical Information Program Joint sustainment and sunsetting solicitation is hereby released. The Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information Systems (JOMIS) Program Office intends to issue a single award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract for the procurement of its legacy Theater Medical Information Program Joint (TMIP-J) information system sustainment and sunsetting. Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) is providing the attached final TMIP-J solicitation.

The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) is providing the attached responses in reference to questions received regarding the original draft solicitation HT003821R0007.

Additionally, the Presolicitation notice is revised to include the following:

  • The magnitude of the requirement is estimated to be more than $25,000,000.
  • The place(s) of performance will be identified in task orders and may include performance in CONUS, OCONUS or both.
  • The contract ordering period is from time of contract award through 60 months thereafter with discrete ordering periods by CLIN.
  • The solicitation, including the statement of objectives, will be available on SAM.Gov under Notice ID HT003822R0001 at https://sam.gov/opp/cca3f0e65e354864a2ef87a1b827d019/view. Further, Industry updates will be posted to the JOMIS Community Group on the HIVE https://community.hive.gov/main/groups/43511/lounge.
  • The Government anticipates the solicitation release date on or before April 11, 2022 and a closing date of proposals 45 days thereafter.
  • This requirement will be competed using Full and Open Competition.

“The purpose of this acquisition is to:

  • At the direction of the government, swiftly sunset legacy applications while ensuring minimal mission and operational impact
  • Prior to application sunset, take proactive and technically viable steps to ensure TMIP-J is easier to maintain and to decrease maintenance costs of the legacy applications until all desired components are sunset
  • Provide Service Support for life-cycle management services and integration engineering in support of the patient care for warfighters and modernization of capabilities as required by the government.”

“The scope of this IDIQ includes support for ending information system operations in a planned and orderly manner (i.e. sunsetting), a comprehensive suite of IT services and IT solutions to support the TMIP-J software suite in sustainment, to include Operating System validation and verification, Security Updates, Maintenance Updates, Service Pack support, and Critical Updates. Additional services performed under this IDIQ include, but are not limited to, Managed Services delivery, new product support, Service Support, Help Desk, documentation, operations, deployment, cybersecurity, configuration management, training and exercise support, commercial off the shelf (COTS) product management and utilization, technology refresh, risk management, requirements management, data and information services, information display services, and business analysis and execution as tasked for the TMIP-J program…”

“Period of Performance: The contract will contain five one-year Ordering Periods, along with any applicable 6-month extension(s).”
