VA Performance Measurements Dashboard contract extended due to protest

“Description of Action: The proposed action is for an extension to a Firm-Fixed Price Task Order (TO) VA118-17-F-1834 issued under General Service Administration (GSA) Multiple Award Schedule (MAS), Special Item Number (SIN) 54151S, Information Technology Professional Services contract number GS-35F-0617Y contract number GS-35F-0617Y with Deloitte Consulting LLP (Deloitte) for Performance Measures Dashboard (PDM). The purpose of this modification is for a three-month extension, for the continuation of support and reporting for project health and analysis for the current PMD, which includes Major Construction, Major Leases, and Seismic projects and contracts including planning, design, construction, activation and operation and maintenance phases.”

“Description of the Supplies or Services: The Department of Veterans Affairs (VA) Office of Construction & Facilities Management (CFM) requires professional services to update the PMD to be able to report on the status and health of Major Construction, Seismic, and Major Lease Construction Programs, Projects, and Contracts. The PMD measures performance through all stages of Major capital projects from conception to activation. The VA CFM has a need to extend TO VA118-17-F-1834 which expires on May 22, 2022. An extension to this contract is necessitated by a pre-award protest filed with the Government Accountability Office (GAO) on April 27, 2022 that precludes the VA from awarding the competitive follow-on contract in a timely fashion that will not preclude a break in service. As such, the current vendor is needed to continue to provide analysis and project health of seismic, land acquisition, and real property leasing for all phases of a project to include planning, market survey, design, procurement, construction, activation, and operation and maintenance of projects under this task order until the VA is able to award a new contract.”

“VA issued a competitive solicitation on April 15, 2022 requesting proposals under General Services Administration (GSA) Multiple Award Schedule (MAS) Special Item Number (SIN) 54151S, Information Technology Professional Services. On April 27, 2022 the solicitation closed. A pre-award protest filed with GAO necessitates this extension, which will allow VA to avoid a break in service of the CFM PMD support and provide the time necessary for GAO to render its decision.”

“The period of performance for this extension, shall be May 23, 2022 through August 22, 2022…”

The Request for Proposal (RFP), VA118-17-R-1768, was issued against the GSA Schedule and resulted in a competitively awarded TO a ,VA118-17-F-1834, to Deloitte Consulting LLP (Deloitte) on February 23, 2017 for a Performance Measures Dashboard (PDM). The TO includes a 12-month base period and four 12-month option periods. The TO is currently in Option Period Four and will expire on February 22, 2022. The purpose of this modification for a three-month extension, plus a one-month optional task for transition, if required, is for the continuation of support and reporting for project health and analysis for the current PMD, which includes Major Construction, Major Leases, and Seismic projects and contracts including planning, design, construction, activation and operation and maintenance phases.”
