NIH NCI to award contract for CIO and CIOOD Support Services

“Proposed Action: The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Portfolio Alignment Partners, Inc (PAP) for Chief Information Office and Office of the Director Support Services (CIOOD). This non-competitive action is being issued by the Acquisition Services Directorate on the behalf of the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI).”

“Description of Requirement: The objective of this acquisition is to provide professional subject matter expertise that can support NCI’s Chief Information Officer (CIO) and Office of the Director (OD) in an in-depth analysis of the current NCI portfolio management program, compliance implementation plans, and the external business service offering. This assessment includes but is not limited to organizational analysis and design, strategic alignment, communication planning across programs and portfolio coordination…”

“Contractor shall also provide consulting and technical services supporting NCI Center for Biomedical Informatics and Information Technology’s (CBIIT) execution of responsibilities for planning, definition, design, development, implementation, operations, and infrastructures to support biomedical research, and informatics, including but not limited to, providing guidance to the NCI CBIIT leadership on tasks including definition, coordination, publishing of services, and project management procedures, policies, methodologies, standards, and change requests.”

“Contractor shall also provide portfolio coordination and reporting, including but not limited to, developing and assisting in the implementation of sound technology management practices and provide the capability to distribute and communicate service and project information across the enterprise, and supporting development, tracking, and reporting of CBIIT budgets schedules, and financial and performance forecasting.”
