“The proposed LFO is to the competitively awarded Issuer Management Operations and Plan Analytics & Review contract GS-00F-0026M, task order HHSM-500-2017-00026G, which allows CMS to perform analytic and operational services for the review and certification of qualified health plans (QHPs). The certification of QHPs is crucial to the successful management of the ACA program and operations of the Exchanges. “The logical follow-on to the existing task order is critical due to a Plan Management Modification (PM Mod) initiative that will migrate all systems and applications that support the QHP Certification process into a new environment of CMS owned tools, data stores and processes which will not be complete by the end of the current task order. This critical project is underway now and will execute migration through a series of waves with an anticipated completion of late summer/early fall 2023, which corresponds to the end of the nine-month option period of the logical follow-on. CMS will need continuity of operations without disruption to the certification of QHPs on the FFEs and States-based Exchanges during this time, as well as substantial support in transitioning and migrating any relevant technical code, data, and documents. LMI will also leverage and transfer their critical intellectual property, knowledge, experience, and lessons learned to the supporting PM Modernization Contractor for requirements, testing, and other activities to ensure the successful implementation of PM Modernization activities and technologies. A re-compete is expected to be awarded towards the end of the nine-month option period with the three-month option period allowing for transition support to any new Contractor should the incumbent not win the re-compete.”
