HHS has awarded a contract to provide Operations and Maintenance services for the EHCM 9.2 – the Department’s personnel and payroll system and ensure the timely and accurate salary payments for all of the Department’s 85,000+ employees.
The award notes urgency due to:
In the absence of the COR (who was on a 6 month detail to ASFR) – HR Systems failed to adequately prioritize and ensure funding availability for the critical services of EHCM Operations and Maintenance before the contract expired on Sept. 30, 2020. When given an alternate solution for a preliminary commitment of FY21 funds, OHR Budget failed to meet the Contracting Officer’s October 1 deadline. Recognizing the absolute criticality for the sustainment for personnel and payroll support services, the vendor/SRI declared their commitment to work at risk to ensure the timely salary payments for the Department’s 85,000+ employees.
Time constraints cannot permit even a limited competition as the Department has a mandatory need for personnel and payroll services. There is a requirement for daily personnel transaction processing supports that feeds into the end of pay period processing. The bi-weekly end of pay period processing is mandatory for the interface to the Defense Financial Accounting System (DFAS) that generates the bi-weekly salary payment for all DHHS employees. Any interruption in EHCM O&M services would prevent the generation of salary payments resulting in a severe impact to the livelihood and highly probable financial hardship to all the Department’s 85,000+ employees and their families.
The agency has determined that SRI Consulting, Inc., the incumbent vendor, is best situated to meet the agency’s need for the continuation of these services, without an unacceptable delay. Market research will be conducted in anticipation of the competitive award, which will follow the award of this contract.
