The proposed action is for a twelve month extension to the Firm-Fixed Price (FFP) Task Order (TO) VA11817F10150021 under the Transformation Twenty-One Total Technology Next Generation (T4NG) Contract VA118-16-D-1015 with Liberty IT Solutions, LLC (Liberty) for the development of Comprehensive and Pension Record Interchange (CAPRI) Enhancements.
TO VA11817F10150021 was awarded to Liberty LLC on August 29, 2017 and provides for the project management, requirements planning and management, requirements analysis, design, development, test, and implementation of upgrades and enhancements to the CAPRI application. CAPRI is the Veterans Health Administration (VHA) clinicians’ primary tool to provide Veterans Benefits Administration (VBA) the medical evidence used to adjudicate Veteran disability claims. The TO included a twelve month base period, two twelve month option periods, and an optional task for transition support for the completion of all CAPRI development work, at which point the system was slated to move into sustainment. In May 2020, the Government became aware of additional, high priority requirements for the CAPRI system due to the COVID-19 Pandemic. These requirements have continuously evolved due to changes in procedures in response to the COVID-19 pandemic and were not finalized until July 2020.
Specifically, these requirements include the need to enhance functions for routing of exams to facilitate rapid and efficient movement of exams to other available clinics, to provide a more stable and robust functionality that will eliminate computer crashes during the compilation of large patient record reports in support of increased patient care, and the redesign of CAPRI log-in functionality to prevent unnecessary timeouts and work stoppages. All of these requirements will help VA reduce the growing backlog of disability claims and improve service to veterans. Since May 2020, Liberty has assisted VA to create temporary workarounds to the CAPRI log-in and report builder issues in order to prevent system crashes, unnecessary timeouts and work stoppages. However, to fulfill the Government requirements and enable VA to provide continued response to COVID-19 efforts, a twelve month extension, to be incorporated into the current TO as Option Period Three is necessary to further enhance the CAPRI application.
