The Department of Veterans Affairs’ (VA) Veterans Benefits Administration (VBA), Office of Business Process Integration (OBPI) oversees project management support and business analysis services for its staff offices, business lines, and affiliate VA Organizations.
This requirement is for on-site project management support and process improvement services. As OBPI is a liaison office to VBA business lines, organizations, and VA’s OIT, the project management and process improvement support services will aid OBPI in, the management of business initiatives and assist in the design, implementation, modification, sustainment and portfolio management of VBA software applications and systems.
In addition, the scope includes comprehensive project and process improvement management support services to OBPI on a variety of VBA projects. The project management support shall be consistent with project management best practices, notably those specified by OBPI Project Management Guide, Software Engineering Institute’s (SEI) Capability Maturity Model Integration (CMMI) and ISO 9001 Certification, Quality Management System (QMS). Business Engineering Services include, but are not limited to, eliciting business requirements, and recommending architecture design. Business Process Engineering Services are required to assist OBPI as the coordinating body for VBA responsible for providing business requirements for development and operations support to VA’s OI&T. IT development and non-project related administrative or clerical tasks are outside the scope of this requirement. Any IT assets or services associated with these VBA projects will be procured by OI&T using separate contract vehicles.
