Nature and/or Description of Action Being Approved:
The action being approved is a modification to Virtual Lifetime Electronic Records (VLER) order number GSQ0317DS0070 under the Perspecta Enterprise Solutions LLC (Perspecta). GSA DMDC ITPS Multiple Award SPA contract GS03Q17DSA0008. The action is necessary to comply with The John S. McCain National Defense Authorization Act of 2019 (NOAA 2019) named the Disabled Veterans Commissary and Exchange Store Benefits Act, which authorizes Purple Heart and Medal of Honor recipients, all service-disabled veterans, former prisoners of war (POW) and primary caregivers of veterans to shop at commissaries and exchanges, and revises eligibility to use Morale, Welfare and Recreation (MWR) services beginning in January 2020.
VLER was competitively awarded on 09/22/2017 with a base period of 26 September 2017 through 25 September 2018 with two (2) one-year option periods.
