DOI awards contract extension for Defense Healthcare Management Systems (DHMS) Development Test Center migration

“The purpose of this Limited Sources Justification is to justify the exercise of FAR clause 52.217-8 – Option to Extend Services under task order D14PD01195 held by Fulcrum IT Services, LLC (Fulcrum) for an additional six months of performance.

This justification is required as the pricing for the six-month extension under FAR 52.217-8 was not separately evaluated at time of task order award.”

“Part of the DHMS initiative in 2015 was to migrate the Development Test Center (DTC) located in Richmond, VA to Navy Sea Command Allegany Ballistics Laboratory (ABL) in Rocket Center, WV. This task order is required to maintain the medical readiness of patient records from legacy systems with unique programming that the current vendor expertly understands. This vendor has many years of experience in providing trouble shooting, programming and testing of fixes required to ensure accurate transfer of data from legacy systems to the new MHS Genesis system seamlessly. PEO DHMS also requires support of the newly relocated testing and infrastructure facility located in Ashburn, Virginia until the EHR legacy applications and healthcare systems are decommissioned. The decommissioning of legacy systems would not occur until Military Health System (MHS) GENESIS is fully deployed, estimated to be around 2024/2025. A break in service would create a disruption in the MHS Genesis system from retrieving relevant medical records from legacy systems and would/could result in a patient care issue. Accurate information on time to the attending physician is paramount to patient support…”

“The six month extension will only be utilized to provide critical support to the PEO DHMS while a new competitive award is executed by CO-DHMS in support of PEO DHMS”
