DHA PEO DHMS to extend contract for Medical Communications for Combat Casualty Care (MC4) Support

This exception to fair opportunity is supported by FAR 16.505(b)(2)(i)(A), the agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. The MC4 program supports all Army medical documentation systems worldwide. A break in service would jeopardize patient medical data and point-of-care treatment, with increased risk of endangering lives.

The Program Executive Office, Defense Healthcare Management Systems (PEO DHMS) is the acquisition organization that oversees integration and implementation of both the legacy and modernized Electronic Health Record (EHR) Software Systems (Theater Medical Information Program-Joint (TMIP-J) and MHS GENSIS, respectively) in the Department of Defense (DoD).  PEO DHMS relies on the DoD Healthcare Management System Moderniza­tion (DHMSM) Program Management Office (PMO) for fixed medical facility implementation and the JOMIS PMO for implementation of the deployed modernization SW, as well as, sustainment of TMIP-J SW for the US Army, Navy, Marine Corps, and Air Force.  PEO DHMS has approved an acquisition plan that initiates modernization with fielding of pilot installs at fixed medical facilities by DHMSM followed by deployed modernization executed by the JOMIS PMO.”

The requiring activity is the Department of the Army, Enterprise Information Systems (PEO EIS), Medical Communications for Combat Casualty Care (MC4) Program Management Office (PMO) located at Fort Detrick in Maryland. The MC4 PMO provides fully integrated medical products and information/communications solutions to effectively and seamlessly link all echelons of deployable medical care.

The Government intends to issue a modification to extend the GSA Contract No.: GS00Q09BGD0037, Task Order No.: GSQ0315DS0005 with CACI by 12 months to support the current needs of the MC4 program.

The extension is needed to allow MC4 to continue to support its current mission, while a Memorandum of Agreement to define roles and responsibilities between the Joint Operational Medicine Information Systems (JOMIS) PMO and the MC4 PMO is finalized, and the revised Joint Operational Medicine Information Systems, Increment 1 (JI1) software delivery schedule is approved.
