This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), intends to negotiate on an other than full and open basis with Qiagen, Inc, Germantown, PA to procure the one (1) year access to the Human Gene Mutation Database (HGMD), for Clinical Use, for the Clinical Center, National Institutes of Allergic and Infectious Diseases (NIAID), Bethesda, MD.
Download of this dataset of approximately 200,000 human genome mutations is required to build a custom bioinformatics pipeline for the analysis of human genomic or exome sequences of all patients enrolled in NIAID clinical protocols at the NIH clinical center. This data helps in the identification of genomic DNA mutations known to cause disease in humans and will assist in the discovery of novel mutations and genetic variants. NIAID has been using this platform for several continuous years and it is imperative to retain continuity be keep the data comparable for result comparisons.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2196972) to Dana Monroe at dana.monroe@nih.gov, by 05:00 pm eastern time on December 11, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
