SCOPE: The requirements established herein will be considered as the primary VA vehicle to obtain expert financial management support services for financial policies, financial reporting, and financial improvement efforts, including development and/or review of financial estimates, analyses, remediation, and data cleanup. The goal of this effort is to ensure that VA maintains its clean audit opinion, eliminates major audit deficiencies, and improves financial management practices.
VA has a requirement for a prime contractor with the capability to provide financial services simultaneously at multiple VA locations. The Contractor shall be capable of recruiting and providing a team of highly-qualified personnel, who will be able to handle VA’s financial improvement requirements. Often, these requirements are fluid, dynamic, and can vary by VA organization; they can develop with little warning and in unexpected volumes. Accordingly, the Contractor shall be able to respond to unexpected surge requirements with an adequate number of qualified employees, even when the workload volume is at unprecedented levels and with little advance notice. Capability required shall include, in part, the expertise to correct recent audit findings, prepare financial statements, provide technical support and guidance to VA’s financial community, and develop financial policies. In addition, contractor support for VHA and VBA shall provide a full range of independent accounting and auditing support services to improve financial process and reporting within VHA’s medical centers and VBA’s regional offices. The Contractor shall have extensive audit experience opining on large and decentralized federal agencies’ audits in order to provide credible advice and recommendations necessary to achieve success with VA’s annual financial statements audit process. The Contractor shall successfully develop credible audit approaches as well as defend and justify them to VA’s independent auditors.
The objective of this effort is to improve VA’s internal controls over financial reporting and to assist VA Administrations and Staff Offices in meeting Department-wide financial accountability requirements. - Corrective action plan development
