Summary
The Deputy to the Assistant Deputy Under Secretary for Field Operations, Operations Management serves as the full operational supervisor, with oversight Operations Analytics, Project & Program Management, National Work Queue, and Records Acquisition and Research. The Deputy will be responsible for assignment of work to OFO Directors and management oversight of priorities, providing ongoing program management expertise for organizational initiatives involving OFO and the field.
Duties
Specific duties include:
- The incumbent shall be responsible for senior level projects and efforts involving VBA field that require creativity, innovation, and strategic thinking. He or she will consider impact and provide advice for shifts in programmatic direction to meet needs of external stakeholders and customers. Incumbent must demonstrate high flexibility, adeptly shifting organizational priorities as situations change.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Recognizes conflict and takes steps to address issues by meeting with involved parties. Builds a diverse staff with a variety of skills who function effectively to accomplish the mission of the organization. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate supervisors. Sets performance standards and serves as senior rater or rater for subordinate employees. Makes selections for key positions and approves selections made by subordinate supervisors. Designs and implements opportunities for career development, including mentoring staff and providing training.
- Manages the day-to-day operations of the OM organization. Establishes or alters objectives and key results (OKR) to drive results. Communicates information to senior management for effective evaluation of program operations and milestones. Reviews provided analysis, extracts, and summarizes which identifies significant trends and issues for impact on OFO. Reviews and approves program surveys, special studies, project reviews, literature searches, fact finding, etc. conducted by staff which identify trends, problem areas, inefficiencies and inconsistencies in operations. Ensures accountability of staff for achieving program outcomes through objective data and assessment techniques.
- Exercises delegated authority for management decisions related to major programs and projects. Ensures customer satisfaction through innovative customer service initiatives to enhance quality and organizational outcomes consistent with laws, regulations and policies. Uses limited information to solve a variety of complex problems, with demonstrated sensitivity and timely decision-making. Takes calculated risks by creating new and innovative solutions to the organization’s biggest challenges. Synthesizes information from internal and external sources to develop action plans to address program issues and avoid future challenges. Demonstrates high degree of technical competence through evaluation of inputs from business line, managerial, and field/technical sources to synthesize viable courses of action.
