Summary
This position is in the Office of Information Technology (OIT). The purpose of this position is to establish tool guidelines for both government and vendor staff for Health Information Technology (HIT) modernization projects. The incumbent in this position reports to the Director, Division of Health Information Technology Modernization and Operations (DHITMO).
Duties
- Independent Verification and Validation (IV&V) Responsibilities: Serve as the principal advisor for the PMO to IHS and tribal hospital facilities on matters relating to HIT Modernization IV&V activities. Incumbent is responsible for overseeing any business process redesign associated with the effort. Document V&V Plan and Integration Schema to orchestrate overall efforts by both the PMO and the HIT Modernization contractors. Provide oversight and management of the EHR test environments. Provide technical guidance, advisory support, and assistance on IV&V matters, such as test planning and implementation, test conduct, resource control, and reporting. Serve as the principal advisor for current and proposed for IV&V guidance. Represent the organization and higher management echelons and provides status information on assigned IV&V project programs, as required, in high level meetings and discussions with senior government officials, both within/outside the agency.
- Supervisory Responsibilities: Directly manage and supervise Federal personnel and assigned contract staff. Execute administrative and personnel management responsibilities. Evaluate work performance and training needs of subordinates. Manage long and short-term goals of subordinates. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Give advice, counsel, or instruction to employees on both work and administrative matters.
- Project Management Responsibilities: Plan and control IT projects throughout the system development life cycle (SDLC). Manage the scope, schedule, and cost of assigned projects and informs management of status, progress, and results obtained throughout the lifecycle of assigned projects. Manage projects of all sizes including large projects over $100 million and/or multiple projects delivering IT solutions. Serve as a project management subject matter expert as a Federal Acquisition Certification for Project and Program Management, Senior Level (FAC-PPM) SR Level. Provide consultation to senior management on unusual, complex, and/or controversial IT and project management problems.
