Description

Established in 1995, the U.S. Department of Health and Human Services (HHS) Program Support Center (PSC) was created to provide a centralized support organization for HHS and other federal agencies. Over the years, PSC has expanded its services to include a range of administrative and operational support functions, such as financial management, occupational health, acquisitions, real estate, logistics, and myriad other operational services including physical security and personnel suitability services.

Purpose and Objectives – PSC requires subject matter expert support to provide a comprehensive assessment focused on mission performance, business execution, operations management, stakeholder engagement, customer satisfaction, and Information Technology (IT) modernization. This assessment will analyze technical, functional, and operational aspects of PSC, which will include a mission analysis and an organizational capacity assessment. The Contractor shall conduct an assessment of PSC’s mission as a shared service provider and its organizational capacity to meet its mission requirements. This study shall include an analysis of PSC’s governance and finance structures, supporting IT systems and processes, internal organization and infrastructure, and stakeholder engagement.
