Description

The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Quality, Performance and Risk; Office of Quality Compliance strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals.

The Freedom of Information Act (FOIA), 5 U.S.C. § 552 as amended by Public Law No. 110-175, 121 Stat. 2524 states that any person has a right of access to Federal agency records, except to the extent that such records are protected from release by a FOIA exemption or a special law enforcement record exclusion.

Scope:

The Contractor shall provide an enterprise Software as a Service (SaaS) consisting of a Commercial-off-the-shelf (COTS) product that fully supports VA FOIA needs to increase capacity and comply with Federal FOIA Law and VA requirements as listed throughout this PWS (e.g., §1.0, §2.0, §3.0, §5.4, etc.). The E-FOIA System shall provide the following functions and capabilities to the VA

FOIA Office needs:

  • A SaaS solution authorized at the FedRAMP MODERATE level and meet FISMA Moderate requirements as specified in Section 5.6 at time of proposal submission and fully configurable, deployed, and ready for VA use within 30 days of award.
  • Implementation of the system, including software installation, data migration, testing, and deployment support.
  • Trainings shall be designed for the needs of VA FOIA and hosted by the Contractor throughout the PoP (Training Schedule) and upon special request (not to exceed 12 trainings throughout the PoP) at no extra charge.
  • 24/7 on-call technical support and remedial training for users.
  • Product service and support including technical support and Service Level Agreements (SLAs).
  • Installation of software upgrades, patches, and releases within a reasonable time.
  • Provide system reliability of no more than 24 hours downtime per month.
  • Ability to ingest and export large documents (all common file types), video, and audio files…
