Description
Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness and Response Operations (EPRO) directs and coordinates CMS programs for continuity of operations, pandemic, and emergency preparedness, response and recovery. EPRO works with HHS and other federal departments and agencies, beneficiaries, health care providers, and other stakeholders in carrying out these programs.
Demonstrate your expertise and experience with developing and implementing a Multi-Year Strategy and 0Program Management Plan and an Integrated Preparedness Plan.
- Demonstrate your expertise and experience in performing Threat and Hazard Identification and Risk Assessments (THIRA).
- Demonstrate your expertise and experience with developing, implementing, and updating emergency and continuity frameworks to include Concepts of Operations, Standard Operating Procedures, and technology.
- Demonstrate your expertise and experience with developing, implementing, and updating governmental continuity plans (such as All-Hazard Plans, COOP, Business Continuity Plans, Disaster Recovery Plans, Emergency Operations Plans, Pandemic, supporting Plans, etc.) in accordance with Agency Continuity of Operations Program Policy, Federal Continuity Directive 1 and 2 guidelines, and with other guidance provided by FEMA, DHS, and/or the National Security Council Staff.
- Demonstrate your expertise and experience in developing, conducting, and analyzing Business Process and Business Impact Analyses (functional and technical) and reporting on the same to all levels of staff/leadership. This should include techniques and strategies to successfully align Mission Essential Functions (MEFs), Essential Supporting Activities (ESAs), the systems directly supporting a MEF/ESA, and interdependent systems (up/downstream).
- Demonstrate your expertise and experience with developing and implementing a robust enterprise-wide testing, training, exercise, and evaluation program, to include convening an annual Training and Exercise Planning Workshop (TEPW) with components and stakeholders. This should include implementing customized training and FEMA type courses.
- Demonstrate your expertise and experience with techniques and strategies for successfully managing multiple components with varying levels of knowledge related to EM/COOP, coordination of meetings and communication between the same, subcontractors if applicable, and other contractors and/or consultants. This should include developing documentation (e.g., agendas, minutes, action items, etc.) to presentation briefings (presentations, talking points, prep notices, etc.).
