Description
The mission the U.S. Food and Drug Administration’s (FDA) Center for Veterinary Medicine (CVM) is to protect human and animal health. CVM is committed to providing the public with access to accurate, timely, and easy to understand information on regulated products, agency policies, and programs.
Documents placed on FDA’s website must be in compliance with Section 508 of the Rehabilitation Act of 1973, as amended. Section 508 requires that the government’s electronic and information technology (EIT) is accessible to people with disabilities. Section 508 ensures that Federal employees with disabilities are able to use EIT to do their jobs. It also ensures private citizens with disabilities seeking information from Federal sources can utilize IT to access government information. Federal agencies must ensure that this technology is accessible to employees and members of the public with disabilities to the extent it does not pose an “undue burden.”
SCOPE – FDA intends to procure technical support to remediate documents for compliance with Section 508 of the Rehabilitation Act of 1973, as amended, to assure the content is accessible to all users.
REQUIREMENTS 3.1 SECTION 508 REMEDIATION The Contractor shall: A. Provide remediation services for WORD, PDF, and Excel records, that may or may not contain redactions and may or may not be images, provided by CVM’s Office of Surveillance and Compliance (OSC) and Office of the Center Director (OD) for Section 508 compliance. B. Be responsible for the items listed in U.S. Department of Health & Human Services’ (HHS) 508 Accessibility Checklist (https://www.hhs.gov/web/section-508/accessibilitychecklists/index.html) which also includes accessibility and usability guidelines. C. Conducte section 508 requirements for PDF and Excel documents. Specific expertise is needed for 508 requirements in order to troubleshoot issues and create accessible documents. D. Remediate documents containing redactions. E. Remediate documents that are images. F. Remediate documents that are unable to apply Optical Character Recognition software. G. The contractor shall not solely rely on automation to assist with making documents 508 compliant.
