Rockville, Md. – Hoai B. Huynh has joined Abt Associates as Vice President of Technical Assistance and Implementation (TA&I), overseeing the growth and delivery of high-quality consulting, training, and management solutions in a variety of sectors that Abt provides to governments, organizations, and communities worldwide. He brings more than 25 years of experience in energy, environment, engineering, policy, and program management in the U.S. and internationally.
Huynh joins Abt from Deloitte Consulting, where he was a Specialist Leader in its International Development Organization, managing programs and spearheading Deloitte’s growth in the water, climate change, and energy sectors.
“Hoai’s background, knowledge, experience, and reputation on the international stage will drive impact through Abt solutions in new and existing areas,” says President and Chief Executive Officer Kathleen Flanagan. “We are delighted to welcome him as a key leader of the new Solutions organization at Abt.”
Huynh has worked in the U.S. government, consulting, aerospace and defense industry, and non-profit sectors. He has served as an EPA Air Pollution Enforcement Officer and a Program Manager for Europe and Eurasia, respectively, in EPA’s Region 4 and Office of International Affairs. At Counterpart International, he implemented humanitarian assistance and environmental programs in Southeast Asia, Ukraine, and the Caucasus. He represented the aerospace and defense industries in addressing environmental, climate change, and compliance issues in the U.S. and internationally at the Aerospace Industries Association.
Living in Viet Nam, Huynh served as the Asia Director for the engineering firm CDM Smith, managing environmental and energy programs in Indonesia and Viet Nam. He also managed programs and led the growth of a U.S. small business as Vice President for Emerging Markets and Sustainability at Green Powered Technology, with clients such as USAID, Millennium Challenge Corporation (MCC), and the U.S. Trade and Development Agency (USTDA). Huynh has also served on the Board of Directors of non-profit organizations that provided humanitarian and disaster relief assistance to Southeast Asia and improved airline industry capacity to address child-trafficking issues.

Huynh holds a master’s in environmental engineering and a bachelor’s in aerospace engineering from the Georgia Institute of Technology.
