IHS Sources Sought: Plan, Acquire and Implement a Credentialing Management Solution

Description

The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives (AI/AN). The mission of IHS is to raise the physical, mental, social, and spiritual health of AI/AN to the highest level and assure that comprehensive, culturally acceptable personal and public health services are available and accessible to members of the 574 federally recognized Tribes across the United States.

IHS seeks to utilize electronic processes in all IHS Areas to support secured sharing of credentialing and privileging information, enhancing and improving the collection, maintenance, and verification of credentialing-related data and transition to a single enterprise COTS software application throughout the agency. To transition from multiple business processes performed in different IHS Areas to a standardized and streamlined organization-wide business process; IHS awarded a contract to the Applied Statistics & Management Inc. (ASM) solution MD-Staff, currently being operated within the IHS network environment. Through the use of MD-Staff, IHS has consolidated its credentialing processes through the expected completion of the contract with ASM in 2022.

General Requirements:

B.1.1 The contractor shall have the capability to provide a solution that enhances the recruitment, initial and reappointment experience of LIPs to IHS as well as the experience of IHS end users by streamlining credentialing and privileging processes by providing an electronic based application process.

B.1.2 The contractor shall have the capability to provide a solution that increases access to the quality of LIPs providing care by enabling information about potential and current practitioners to be shared in a timely, efficient, and confidential manner among relevant stakeholders involved in the process, including: credentialing coordinators/specialists/managers, CEOs, Clinical Directors, Area Chief Medical Officers, Governing Board members, and others essential to the identification and tracking of current information in credentials files that will assist in the efficient application and thorough evaluation of cases, including identifying conduct-related or quality of care issues.

B.1.3 The contractor shall have the capability to provide a solution that simplifies the process for IHS staff involved in credentialing, by allowing them to conduct electronic queries and verifications for primary and secondary source information, including but not limited to National Practitioner Data Bank (NPDB), American Medical Association (AMA), American Osteopathic Association (AOA) and the National Student Clearinghouse (NSC) as well as state license and additional certification information. The software solution must document and share credentialing and privileging information with the appropriate staff involved in the credentialing and privileging processes.

B.1.4 The contractor shall have the capability to provide a solution that facilitates credentialing and privileging decisions by governing bodies of hospitals and freestanding ambulatory clinics at the Service Unit.
