VA RFI: LMS Authoring Tool and Web Conferencing System

Description

The mission of the Veteran Benefits Administration (VBA) is to partner with the Veterans Health Administration (VHA) and the National Cemetery Administration (NCA), to provide benefits and services to veterans and their families in a responsive, timely, and compassionate manner in recognition of their service to the Nation.

The contractor shall provide all resources necessary to accomplish the deliverables described in the Performance Work Statement (PWS), except as may otherwise be specified. The contractor shall provide all solutions as Commercial off the Shelf (COTS) Software as a Service (SaaS) in a cloud hosting environment. The Contractor shall provide support required to obtain Federal Risk and Authorization Management Program (FedRAMP) authorization if not already authorized or in the process of being authorized for both the environment and the solution. As part of the overall solution, the Contractor shall provide the software, hardware, database, hosting, licensing, and services necessary to support the enterprise-wide training delivery system. The Contractor should have the ability to get FedRAMP certified in 6 months or have the FedRAMP status of Ready = have been through an audit but not yet sponsored by a government agency (aka no one has an ATO yet) or Authorized = at least 1 gov agency has an ATO with the contractor. For hosting solution, the options include to have a non-FedRAMP LMS hosted on a FedRAMP Certified cloud solution. For example: an LMS (not FedRAMP certified) takes their software and installs on AWS Gov Cloud (which is FedRAMP certified). The Contractor can have their LMS on the VA Enterprise Cloud.

The contractor shall provide project management, project management planning, enterprise architecture support, system design, and implementation, operation, and maintenance support, section 508 accessibility compliance, documentation, and activities to support achieving a VA Authority to Operate (ATO), system cloud hosting, system licensing, software maintenance, production support, system integration, application monitoring/program evaluation, transition planning, and data governance support.

The contractor shall provide an eLearning design platform for the creation of eLearning content, web conferencing software for online meeting collaboration, virtual classrooms, and webinar services. The contractor shall optimize, and test, all migrated course content associated with the scope of work under this task order leveraging both technology and industry best practices. The contractor is expected to perform services through successful deployment and throughout the life of the period of performance. The scope of work includes working with Government personnel as well as other contractors.
