Description
The Defense Health Agency Contracting Activity (DHACA), Professional Services Contracting Division (PS-CD), is conducting Market Research and identifying potential Contractors that may possess the expertise, capabilities, and experience to meet the requirements of the Evaluation and Improvement Capability Support (EICS) contract.
The EICS Contract will consist of Information Collection Activities, Onsite/Offsite Program Evaluation Activities, Education and Training Activities, Program Evaluation Effectiveness Planning, Cost Effectiveness Determinations, Evaluation Database Management, Analysis, Consultation, and Report Generation. More information is provided below:
- Information Collection, Assessment and Review – Identification and tracking of clinical and non-clinical programs and the collection of pertinent programmatic information to assess the organization dimensions of Need, Structure, Process, Outcome and Finance.
- Program Evaluation – Conduct evaluations of clinical and non-clinical programs in regards to sustainability, outcome, cost effectiveness, to include the development of designs, methods, and processes to implement and conduct evaluations of DHA’s research & development, or (knowledge translation) products.
- Change Management – Targeted dissemination of program evaluation methods to DoD clinical and nonclinical programs, and provision of training and/or consultation to program staff toward the creation of a culture of effectiveness across the DoD. To assist these efforts, the development and provision of program evaluation guides and toolkits for use by individual programs to improve accountability, and to assist efforts to identify, measure and improve quality and outcome performance.
- Database – Continuous maintenance and evolving development of a program evaluation database for the storage and analysis of programmatic information, including findings from assessments and evaluations.
- Consultative Support – Continued support for routine and ad hoc briefings, reports, taskings and consultations for DHA’s research and development (knowledge translation) initiative to include the identification and assessment of clinical or programmatic needs and knowledge based solutions and products.
