Description
US Department of Veterans Affairs request Industry s review of the attached DRAFT Evaluation Plan associated with 36C10B22Q0300, Enterprise Learning Management Solution (ELMS) and provide feedback as it relates to the discriminator factors, demonstration performance and overall evaluation approach. The Department of Veterans Affairs, Technology Acquisition Center is soliciting for information related to the attached DRAFT Evaluation Plan which defines the scope and evaluation process of the requirement. The DRAFT Performance Work Statement (PWS) is included for reference. Interested parties are invited to review the attached DRAFT Evaluation Plan and provide any comments on the DRAFT Evaluation Plan only. Any comments received in reference to the PWS will not be reviewed during this process. Due to the complexity of this acquisition, the attached PWS (provided as a reference) and Evaluation Plan are being provided as DRAFT versions for prospective Offerors to review and comment on prior to posting a final Solicitation. Please be advised that this request is for informational and planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Any information contained herein is for informational and planning purposes only, is offered to prospective Offerors as DRAFT documents for comment and is subject to change prior to posting a final Solicitation. Accordingly, in the event that there is any discrepancy between the information contained within these documents, any subsequent document(s), and/or the Solicitation, Offerors are hereby advised that the final terms and conditions will be set forth in the non-draft final Solicitation and shall be controlling. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this request. You will not be entitled to payment for direct or indirect costs that you incur in responding to this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Any comments on these DRAFT documents must be received by 12:00, noon, EST on May 1, 2023, via email to the Contract Specialist and Contracting Officer.
